To maintain normal order in teaching, work and life, safeguard physical and mental health of international students, and create a good learning and living environment, the following measures have been formulated in accordance with requirements of the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, the Regulations on the Management of Students in General Colleges and Universities, the Measures for the Administration of Recruitment and Cultivation of International Students in Schools and the Regulations on the Management of Students in Tianjin Agricultural University, in conjunction with the actual requirements of the university.
Article One – Students referred to in these regulations are international students at all levels and types registered in our university.
Article Two – Students must abide by Chinese laws and regulations as well as university rules and regulations. Students who violate laws, regulations or discipline, will face corresponding censure and/or disciplinary actions depending on the seriousness of the circumstances. Anyone has the right to stop and report any student's illegal, irregular or disciplinary misconduct in accordance with the law.
Article Three – Students who violate laws and regulations as well as university discipline will face censure and depending on the seriousness of the circumstances, receive the following disciplinary action:
(I) Warning
(II) Serious warning
(III) Demerit
(IV) Detention
(V) Dismissal from university.
Article Four – Students who have received disciplinary action may be disqualified from merit evaluation and award qualifications based on the following provisions. Students who have made significant achievements will be discussed separately.
(I)If given a warning, scholarship for half semester and various qualifications for merit evaluation shall be canceled; in cases where scholarships have been granted, they shall be returned to the university in their original form.
(II)If given a serious warning, scholarship for one semester and various qualifications for merit evaluation shall be canceled; in cases where scholarships have been granted, they shall be returned to the university in their original form.
(III)If given a demerit, scholarship for one and a half semesters and various qualifications for merit evaluation shall be canceled; in cases where scholarships have been granted, they shall be returned to the university in their original form.
(IV)If given detention, scholarship for two semesters and various qualifications for merit evaluation shall be canceled; in cases where scholarships have been granted, they shall be returned to the university in their original form.
(V)If dismissed from university, all awarded scholarships shall be refunded in their original form
Article Five – If a student violates university rules and regulations, however, the circumstances are not serious enough to warrant disciplinary action, the school/college the student is associated with shall reprimand such students and urge them to rectify their mistakes.
Article Six – If student misdemeanor fall in to one of the following cases, the student shall be given a light punishment for violating university rules and regulations:
(I) Circumstances and consequences of discipline violation are minor.
(II) The student acknowledges errors voluntarily and corrects them in time.
(III) Disciple violation occurred due to coercion or deception by others.
Article Seven – Students shall face severe disciplinary action if they violate university rules and regulations in any of the following circumstances:
(I) Discipline violation is serious and led to a serious consequence.
(II) The student has previously faced disciplinary action and is a repeat offender.
(III) The student has committed two or more disciplinary violations.
(IV) Threatens, intimidates, or conducts retaliatory behavior against the informant, witness or relevant administrative personnel.
(V) Coerces, bribes, deceives or instigates others to violate university rules and regulations.
(VI) Collaborates with off-campus people to commit crimes.
(VII) Organizes and plans group discipline violations.
(VIII) Establishes an offensive-defensive alliance.
Article Eight – In any of the following circumstances, the university may take the disciplinary action of dismissing the student from the university.
(I) Violate Chinese law and commit a criminal offense.
(II) Punished by the public security administration and the offense was flagrant or vile in nature.
(III) Work illegally.
(IV) Take the examination in the name of another person, take the examination in the place of the examinee, organize cheating, use mobile phones and other communication devices or other devices to cheat, sell examination questions or answers to others, or commit other serious cheating offences or disturb order at examinations.
(V) Academic misconduct such as plagiarism, tamper with or commit forgery, use existing dissertations or publicly published research results, and cause serious situations, or write or sell essays on behalf of others.
(VI) Violate university regulations that seriously affect order at the university and hamper education, teaching life and management of public places.
(VII) Infringe legitimate rights and interests of other individuals and organizations, resulting in serious consequences.
(VIII) Previously disciplined for violating university regulations and refuses to correct mistakes after repeated criticism.
Article Nine – Students who illegally occupy the property of the state, society, collective or other persons by means of theft, fraud, robbery, extortion, false claims or embezzlement, in addition to recovering stolen money, goods or has to compensate for damages, shall face the following disciplinary actions depending on the seriousness of the circumstances:
(I) Students who attempt to steal or have failed to obtain others’ property illegally; students who have voluntarily stopped theft; students who have voluntarily returned property and are repentant shall be given a warning
(II) Students who have stolen or obtained illegal property but such actions have not reached the standards of public security punishment shall be given a serious warning.
(III) Students who have obtained property illegally by stealing and have reached the punishment standard for public security but have not violated criminal law shall be given a demerit.
(IV) Students who repeatedly steal, and repent when reprimanded but have not yet been investigated for criminal responsibility according to law, shall be punished with detention.
(V) If the theft constitutes a crime and the student is investigated for criminal responsibility according to law, the student shall be dismissed from university.
(VI) Students who purchase stolen goods knowingly, then their stolen goods shall be confiscated, and they will be given a serious warning.
(VII) Students who knowingly assist in the receipt, sale or transfer of stolen goods, shall be punished with detention or given a demerit.
(VIII) Students who are leaders of criminal gangs and depending on the seriousness of the case, shall be punished with detention or shall be dismissed from university.
(IX) Students who steal official seals, confidential documents, archives, and other articles without causing serious consequences shall be given a demerit or detention; if such an action causes an irreversible consequence, the student can be dismissed from university.
Article Ten – Students who plan, provoke trouble, participate, provide lethal weapons or commit perjury in relation to a fight shall be given the following punishments:
(I) Students who plan or encourage others to fight without causing serious consequences shall be given a serious warning; students who are the consequence of the fight but the said fight is not serious shall be given a demerit; students whose actions lead to serious consequences shall be given detention; students who violate criminal law shall be dismissed from university.
(II) Students who fight and stir up trouble shall be given at least a serious warning, based on the seriousness of the case.
(III) Students who do not physically strike, but attack others by insulting words or other methods, and cause trouble or intensify the trouble, which results in fighting, shall be given a serious warning.
(IV) Students who strike a person without causing injury shall be given a warning; students who cause minor injuries to others shall be given a serious warning or demerit; students who cause minor or worse injuries to others shall be given detention or shall be dismissed from the university.
(V) Students who attack a person with a weapon during a fight, shall be given a demerit or even dismissed from the university based on the seriousness of the case.
(VI) Students who provide a weapon to another person to fight without causing serious consequences, shall be given a severe warning or a demerit depending on the nature of the weapon; if they have caused certain consequences, the student shall be given detention or dismissed from the university based on the seriousness of the case.
(VII) If a student is found to be a leader in a group fight, they shall be given detention or dismissed from university depending on the seriousness of the case.
(VIII) Students who opt to ‘mediate’ but are actually biased towards one side, and intensify the conflict and cause serious consequences, shall be given a demerit or detention.
(IX) Students who intentionally commit perjury in the course of investigation of fighting incidents, and obstruct normal process of investigation and handling, shall be given a serious warning or a demerit; students who participate in the fight and commit perjury shall be given detention or dismissed from the university.
Article Eleven – Students who do not obey the discipline of the examination room and the staff's arrangement and requests during an exam shall be regarded as violating the exam discipline.
(I) Students who commit any of the following acts shall be given a warning:
(1) Not display examination cards or relevant certificates required by the university.
(2) Not switch off devices that may interfere with others' examinations or communication devices after entering the examination room.
(3) Violate relevant examination regulations; take examination papers (including surplus papers) out of the examination room, answer sheets (including answer cards, answer sheets, etc.) and draft papers.
(4) Borrow or lendg test equipment to others without permission of the examination staff.
(5) Other behavior violating the examination room order.
(II) Students who commit any of the following acts shall be given a serious warning:
(1) Change seats without authorization or not obey arrangement of examination staff.
(2) Answer questions before the examination begins or after examination ends.
(3) Peep, whisper, exchange signs or gestures during the examination.
(4) Not enter the examination room within the prescribed time or leave without permission of the examination staff, not listen to the admonition of the examination staff.
(5) Write the contents of the exam on the desktop and not report to examination staff on time.
(6) Use pen and/or paper other than the prescribed ones, or write a name or number at other than the prescribed place in the test paper, or mark candidates' personal information on the test paper in other ways.
(7) Make noise, smoke or carry out other activities that affect the order of the examination room and not listen to the admonition of the examination staff with respect to the prohibition, in the examination room.
(8) Other violations of examination rules that do not constitute cheating.
Article Twelve – Students who commit any of the following acts in the course assessment shall be deemed to have cheated in the examination, and shall be given the following punishments depending on the seriousness of the circumstances:
(I) Students who commit anyone of the following acts shall be given a demerit:
(1) After an examination begins, having unopened books, notebooks, syllabus, review materials or other relevant articles related to the examination contents inside the desk, on the desk or beside the seat.
(2) Use a calculator to obtain answers.
(3) Other acts that are applicable to be punished by a demerit.
(II) Students who commit any of the following acts shall be given detention:
(1) After the exam begins, there are open books, notebooks, syllabuses, review materials, notes, written symbols, etc., inside the desk, on the desk, beside the seat, on the body of examinees and all other places in the examination room, or under examination papers, in clothes, stationery boxes and other articles related to the content of the exam.
(2) Write words, formulas, charts, etc. related to the exam content on the body of the examinee and seat in advance, or other places in the examination room.
(3) Utilize electronic equipment that refers to relevant information about the examination content while writing the exam.
(4) Carry equipment that can transmit or receive information.
(5) Plagiarize or assist others in plagiarizing answers to test questions or materials related to the test content.
(6) Pass or receive articles related to the examination content or exchange examination papers, answers or draft papers.
(7) Take other people's examination papers or not report in time to examination staff that others are taking their own examination papers.
(8) When the invigilator allows the students to leave the examination room temporarily, they look at materials related to the examination or talk about the examination content outside the examination room with others or if they have been found to carry materials related to the examination after returning to the examination room.
(9) Take the examination paper out of the examination room and change answers in it or return the examination paper and change answers in it after handing in the examination paper.
(10) Check each other's papers.
(11) Take the examination paper out of the examination room after the exam, make it appear that the examination paper has been lost.
(12) Destroy test papers, answers or examination materials intentionally.
(13) Fill in the answer sheet with name, test number and other information that is inconsistent with one's identity.
(14) Use improper means to interfere with teacher's evaluation of performance.
(15) Other acts of obtaining or attempting to obtain the examination answers or marks by improper means.
(III) Students who commit one of the following behaviors shall be dismissed from university:
(1) Commit acts prescribed in Article 8(4).
(2) Rob or steal another person's examination papers or answers, or coerce others to let them copy from their papers.
(3) Cause trouble after being discovered cheating in the exam and disrupt the examination room order.
(4) Cheat on a final exam two times or more in the same semester.
(IV) If one of the following behaviors is found after the examination, the relevant examinee shall be deemed to have cheated in the examination, and the university shall give the examinee detention according to prescribed procedures.
(1) Obtain examination qualification, additional score qualification, and examination marks by forging certificates, files, and other materials.
(2) If during the marking process, an answer has been deemed as identical.
(3) Create disorder in the examination room leading to out of control order and large-scale cheating during the exam.
(4) Examination staff assist in cheating and it has been verified afterward.
(5) Other acts that are recognized as cheating.
(V) If a student cheats in an examination, the student’s examination results for the specific subject shall be canceled. If a student cheats to obtain corresponding academic certificates, degree certificates, and other academic certificates, the university will withdraw the certificate or announce that the certificate is invalid.
Article Thirteen – Students who plagiarize or copy research results of others, shall be given a demerit or detention depending on the seriousness of the case.
Article Fourteen – Students who are absent from class, come late, leave early or cause any other disturbance in classroom order, shall be given a warning or a severe warning, and can even be placed in detention based on the seriousness of the case.
(I) Absence from class
(1) Students who have been absent for more than 10 classes in 1 semester will be given a warning.
(2) Students who have been absent from 10 classes (including) but less than 30 classes in 1 semester will be given a warning or serious warning.
(3) Students who have been absent from 30 classes (including) but less than 50 classes in 1 semester will be given a demerit.
(4) Students who have been absent from more than 50 classes in 1 semester will be given detention or dismissed from the university.
(II) Coming late and leaving early
(1) Students who have come late or leave early for one-fourth of the courses in 1 semester, shall be given a warning.
(2) Students who have come late or leave early for one-third of the courses in 1 semester, shall be given a serious warning.
(3) Students who have come late or leave early for half of the courses in 1 semester, shall be given detention.
(4) If a student is less than 10 minutes late for the class, it shall be deemed as being late; if the student is more than 10 minutes late for the class, it shall be deemed as truancy.
(III) Substitution of classes and other disturbances of class order
(1) Students who ask others to take their place in classes or take the place of others will be given a warning; the punishment will be upgraded one level every time the offence is repeated, until the student is finally dismissed from the university.
(2) Students who disturb classroom order, shall be given a warning or severe warning, based on the seriousness of the circumstances.
Article Fifteen – Without approval of the university and competent authority, students who hold large-scale gatherings, processions, demonstrations and other activities, shall be given detention or dismissed from university based on the nature, influence, consequences, and other circumstances. Active participants shall be given a serious warning or a severe warning.
Article Sixteen –Students who work illegally shall be given a serious warning or further punishment once they are discovered; students who have been discovered, investigated and punished by the Entry-Exit Administration Bureau of Tianjin Public Security Bureau for working illegally, shall be given a demerit or dismissed from the university.
Article Seventeen – Students who commit the following acts on the Internet shall be given the following punishments:
(I) Students who use the Internet to produce, copy, publish or disseminate information having the following contents, shall be given a serious warning or further punishment, or even dismissed from the university, depending on the seriousness of the circumstances:
(1) Undermine China's religious policies, promote and spread religion.
(2) Spread rumors, disturb social order or undermine social stability.
(3) Distribute or commit obscenity, pornography, gambling, violence, murder, terror or abet crime
(4) Insult or slander others and infringe their legitimate rights and interests.
(5) Other contents prohibited by laws and administrative regulations.
(II) Students who commit the following acts on the Internet, shall be given a demerit or further punishment, or even dismissed from the university, depending on the severity of the act.
(1) Create, intentionally import and spread online viruses that endanger security of Internet systems and result in consequences.
(2) Log on illegal websites and disseminate illegal text, audio and video materials.
(3) Fabricate or disseminate false or harmful information.
(4) Attack, invade other's computer or mobile communication network system.
(III) Students who steal other people's websites or accounts, causing economic losses and other consequences, shall be punished with reference to Article 9 and the first two sections of this Article.
Article Eighteen – Students who copy, disseminate, rent or sell books, magazines, pictures, videos, tapes or CDs containing obscene content, shall be given a demerit , or even dismissed from the university depending on the seriousness of the circumstances.
Article Nineteen – Students who engage in or participate in illegal religious activities on campus shall be given a serious warning or demerit; students who cause serious consequences shall be given detention or dismissed from the university.
Article Twenty – Students who organize or participate in gambling in any form (or provide conditions for gambling), shall be given the following punishment in addition to the confiscation of the gambling equipment and funds:
(I) Students who organize gambling shall be dismissed from the university.
(II) Students who participate in gambling (or provide conditions for gambling) shall be given detention.
(III) Students who continue to participate in gambling (or provide conditions for gambling) after being punished, shall be dismissed from the university.
Article Twenty-one – Students who organize and participate in illegal business activities such as smuggling, selling smuggled goods and pyramid selling—the participants shall be given detention, and the organizer shall be dismissed; students who falsely use or misappropriate the name of the university to engage in all kinds of business and development activities shall be given a demerit or even dismissed from the university.
Article Twenty-two – Students who take drugs shall be dismissed from the university as punishment; students who sell drugs or make it convenient to take drugs or drug trafficking shall be dismissed from the university; students who fail to take remedial action after being punished shall be dismissed from the university.
Article Twenty-three – Students who drink too much or get together to cause trouble, disturb the normal order in campus, cause gathering of crowds, property loss, personnel injury, and other negative consequences, shall be given a demerit and even dismissed from the university.
Article Twenty-four –Students who damage public property or other people's property, shall be given the following punishment depending on the seriousness of the case and the seriousness of the consequences:
(I) Students who scribble on buildings, public facilities or instruments inclassrooms or laboratories shall be given a warning or serious warning.
(II) Students who intentionally damage public facilities, buildings, classrooms or laboratories or other public equipment and instrumentin campus, in addition to compensating for losses, shall be given a demerit or further punishment depending on the seriousness of the circumstances.
(III) Students who damage other people's property, in addition to compensating for the loss, shall be given a demerit depending on the seriousness of the case.
Article Twenty-five –Students who violate relevant provisions of the management of university dormitories shall be punished as follows, depending on the seriousness of the circumstances:
(I) Students who violate relevant provisions on fire control and electricity utilization in dormitories, use all kinds of electrical appliances prohibited by the university and cook in areas other than public kitchens, shall be given a warning; students who fail to correct their behavior in time, even after being admonished shall be given a serious warning or a demerit; students who have caused fire danger or fire due to the above acts or due to smoking, using candles or other reasons, in addition to compensating the losses, shall be given a demerit or even dismissed from the university depending on the seriousness of the circumstances.
(II) Students who make noises in the dormitory during the prescribed rest time and seriously affect rest time for others, and students who do not listen to admonishment or fail to correct their mistakes despite repeated advice, shall be given a warning or serious warning.
(III) Without the university’s consent, students who let outsiders stay in the dormitory and do not listen to the admonishment, shall be given a warning or serious warning; students who have caused negative consequences by keeping or allowing outsiders to enter the dormitory, shall be given a demerit or further punishment based on the circumstances, and also bear consequences caused by outsiders.
(IV) Students who stay in a dormitory of the opposite sex or let someone from the opposite sex stay in the dormitory shall be given a warning or further punishment.
(V) Students who disturb the order of dormitory management, seriously affect rest of others and do not change after being admonished, shall be given a warning or further punishment depending on the circumstances and consequences.
(VI) Students who set off fireworks and firecrackers, burn articles or throw glass bottles, conduct fire tricks and bring other dangerous articles to the dormitory area, and disturb the normal order of the university and endanger public safety, shall be given a demerit or detention.
(VII) Drinking and smoking are strictly prohibited in dormitory rooms and public areas. If alcohol bottles, cigarettes, and cigarette butts are found in dormitories, students who live in that dormitory shall be given a warning. If the above-mentioned acts occur again without any change after the warning, a serious warning or further punishment shall be given.
(VIII) Students who change their dormitories without permission shall be given a warning or serious warning.
(IX) Students who occupy other student’s dormitories or beds for rent without permission shall be ordered to take corrective action and given a serious warning.
(X) Students who commit other acts violating regulations on dormitory management, depending on the circumstances and consequences, shall be given a warning or further punishment.
Article Twenty-six –Students who commit any other discipline violation shall be given the following punishments:
(I) Students who insult, abuse, slander or taunt others, and do not listen to admonishment, shall be given a warning or serious warning; students who seriously harass others and cause adverse consequences shall be given a demerit or further punishment.
(II) Students who fabricate rumors or frame others but without causing serious consequences shall be given a warning or serious warning; students who cause serious consequences shall be given a demerit or further punishment.
(III) Students who disturb or obstruct national staff or university administrators from performing their official duties in accordance with the law or university rules and regulations, shall be given a warning or further punishment depending on the seriousness of the case.
(IV) Students who make noise, smoke or cause smells in or near teaching areas, office areas, dormitories (apartments) or other public places, affecting others' study, work or rest, without any justified reasons and refuse to listen to the admonition, shall be given a warning or a serious warning depending on the circumstances.
(V) Students who throw bottles or other objects from higher floors shall be given a warning or serious warning. If there are unexpected consequences, apart from bearing corresponding responsibility, they shall be given a demerit or even dismissed from the university, depending on the severity.
(VI) Students who violate operating rules and cause accidents during the course of teaching, experiments and practice, shall be given a warning and further punishment depending on the seriousness of the circumstances.
(VII) Students who do not obey the management or leave the team (or resign) without permission during internship, shall be given a serious warning or demerit depending on the seriousness of the circumstances.
(VIII) Students who commit fraud, create forged official seals, alter or forge achievements, forge teachers' signatures, forge all kinds of certificates, documents or substitution funds, shall be given a demerit or further punishment depending on the seriousness of the circumstances.
(IX) Students who intentionally damage library collections, exchange old books for new ones, or misappropriate certificates of others to borrow books, shall be given a serious warning or further punishment depending on the circumstances.
(X) Students who conceal, destroy or privately open other people's mail and cause negative effects or losses, in addition to compensating for economic losses, shall be given a serious warning or further punishment, depending on the circumstances.
(XI) Students who violate the Law of the People's Republic of China on Administrative Penalties for Public Security and have been given a warning, fine or administrative detention shall be given a warning or even dismissed from the university as punishment.
(XII) Students who have been determined by judicial organs and law enforcement departments as violating laws and regulations, but have not be punished, shall be given a demerit or detention as punishment.
Article Twenty-seven – The university shall make a punishment disposition decision for the students. The disposition decision shall include the following:
(I)Basic information about students.
(II)Facts and evidence of punishment.
(III)Types, basis and duration of punishment.
(IV) Methods and deadlines of appeal.
(V) Other necessary information.
Article Twenty-eight – The university shall punish students by combining education with punishment, based on the nature of the violation of law and discipline and severity of the fault. Punishment of students shall follow proper procedures, and shall be based on sufficient evidence, clear basis, accurate qualitative and appropriate punishment.
Article Twenty-nine – Before making a decision on punishment, the university shall inform the students of the facts and reasons based on which the decision was made and inform them that they have the right to state and defend themselves. The university shall also listen to the students' statements and explanation.
Disposal, punishment decision and the notice of punishment shall be delivered directly to the student. Students who refuse to sign such a notice can be served in absentia. Students who have left the university can be served by mail. If it is difficult to contact a student, the university can use the website, news media, etc., to deliver the notice.
Article Thirty – Punishment of students who violate the law, regulations or discipline shall generally be handled within the term when they are found to have violated the law, regulations or discipline. The student’s respective school/college shall put forward the opinions on disposition and "The Disposition Opinions on International Students of Tianjin Agricultural University" signed and approved by the studentwill be submitted to the International Exchange Office together with their own inspection and certification materials. The International Exchange Office shall submit the report to the university supervisor for approval.
Article Thirty-one – When management and service departments such as student dormitories, libraries, and canteens discover violations by students within their jurisdiction, they shall check up the facts in time and send relevant materials to the corresponding secondary schools/colleges and relevant functional departments.
Article Thirty-two – For discipline violation cases that are complex or of severe nature, or when departments encounter difficulties in investigating students' violations, they can submit the case to the university’s security department for investigation. After the investigation, relevant materials shall be sent to the corresponding secondary school/college and functional department, and shall be handled by the corresponding department in coordination with the secondary school/college according to regulations.
Article Thirty-three – When the same discipline violation involves students of several secondary schools/colleges, the relevant functional departments of the university will take charge and coordinate with relevant secondary schools/colleges to handle the violation.
Article Thirty-four – In case of improper measurement or failure to deal with disciplinary violation of students by the relevant secondary school/college, or under other special circumstances, the relevant functional departments of the university have the right to raise objections, request the school/college to reconsider, or directly propose their opinions regarding the punishment of corresponding offenders.
Article Thirty-five – The university shall issue a written decision regarding the disposition of students and send a copy to them. The written decision on dismissal from the university shall be submitted by the International Exchange Office to the Tianjin Education Commission and the Exit and Entry Administration Bureau of Tianjin Municipal Public Security Bureau for records.
Article Thirty-six – Punishment for students is generally for a period of 6 to 12 months. A warning or a serious warning is generally for 6 months, a demerit and detention is generally for 1 year.
If no mistake is made during the punishment period and there is progress, the punishment is canceled automatically on schedule. If disciplinary violation occurs again during the punishment period, a cumulative punishment will be given depending on the seriousness of the case and the original punishment. In special cases, detention shall be handled as follows: if given in the seventh semester, the detention period shall last till graduation; if in the eighth semester, graduation shall be handled as completion and the graduation certificate shall be issued after termination of detention.
Students who have been punished with a demerit or detention but have outstanding performance during the period of the punishment, can be released from the punishment in advance if they apply themselves, and based on the opinions of the secondary school/college, after review by the International Exchange Office and approval by the university leaders.
Students who have been punished will not participate in evaluation and award activities during the punishment period. When the punishment is terminated, the students' commendations, rewards as well as other rights and interests, will no longer be affected by the original punishment.
Article Thirty-seven – The materials related to the students' disciplinary procedure, disposition and release shall be truthfully and completely maintained in the university’s and the students' files. Students who have been dismissed from the university shall have their residence permit canceled by the International Exchange Office with the Exit and Entry Administration Bureau of Tianjin. Students must go through formalities to leave the university within 10 days. If not, the university will directly take measures to remove the student from the university.
Article Thirty-eight – The International Exchange Office reserves the right of interpretation of these regulations.
Article Thirty-nine –These regulations shall take effect from the date of promulgation. In case of any inconsistency between these regulations and others concerning international students, these regulations shall prevail.
