BEIJING, Aug. 15 (Xinhua)—The Explanation ofthe Resolution of the Communist Party of China (CPC) Central Committee onFurther Deepening Reform Comprehensively to Advance Chinese Modernization willbe published on Friday. 

The explanation, made by ChinesePresident Xi Jinping, also general secretary of the CPC Central Committee andchairman of the Central Military Commission, will be published in this year's16th issue of the Qiushi Journal, a flagship magazine of the CPC CentralCommittee. 

Xi made the explanation at the thirdplenary session of the 20th CPC Central Committee held in July. 

The Political Bureau of the CPC CentralCommittee decided that the third plenary session of the 20th CPC CentralCommittee would study the issue of further deepening reform comprehensively toadvance Chinese modernization. Xi said there is a pressing need for this, giventhe following considerations: 

—First, we need to rally support andpool strength to complete the Party's central task on the new journey in thenew era. 

—Second, we need to improve and developthe system of socialism with Chinese characteristics and modernize China'ssystem and capacity for governance. 

—Third, we need to promote high-qualitydevelopment and better respond to the evolution of the principal contradictionin Chinese society. 

—Fourth, we need to deal with majorrisks and challenges and secure steady and sustained progress in the cause ofthe Party and the country. 

Xi listed the priorities in drafting theresolution as follows: 

—We laid down the principles to adhereto and ensured the right political orientation on the basis of reviewing andapplying the valuable experience we have gained since the launch of reform andopening up, particularly from our endeavor to comprehensively deepen reform inthe new era. 

—We stuck to a problem-orientedapproach and worked out plans for further deepening reform comprehensively witha focus on advancing Chinese modernization and on implementing the majorstrategic plans set out at the Party's 20th National Congress. 

—We sorted out our priorities. We haveprioritized institutional reform, reforms of strategic and overarchingimportance, and the leading role of economic structural reform, thusunderscoring the guidance of reform measures. 

—We adhered to the principle of puttingthe people first to see that reforms are designed and advanced with theoverall, fundamental, and long-term interests of the people in mind. 

—We made overarching, integrated, andsystematic plans to ensure that reforms in different sectors work in concertand produce desirable results. 

According to Xi, in terms of its layoutand content, the draft resolution features the following highlights: givingplay to the leading role of economic structural reform, developing supportinstitutions and mechanisms for all-around innovation, advancing reform in acomprehensive manner, balancing development and security imperatives, andstrengthening the Party's leadership over reform.
